Citizen Services supports RA 10361: the “Domestic Workers Act” or “Batas Kasambahay”.
The new legislation entitles domestic workers to benefits such as a set minimum wage, work leaves with pay, and enrollment in insurance programs such as the Social Security System (SSS), the Philippine Health Insurance Corporation (PhilHealth), and the Home Development Mutual Fund or Pag-IBIG, and shall be entitled to all the benefits in accordance with the pertinent provisions provided by law.

Steps in enrolling for Social Benefits
Step 1: Get an PSA birth certificate
This serves as one of the major requirements in enrolling for SSS, PHILHEALTH and Pag-Ibig memberships.
An PSA birth certificate is one valid proof of a person’s identity, age, and other personal information.
You can get an PSA certificate delivered to you in 2-3 days via www.PSAHelpline.com

Step 2: Apply for SSS membership
Applying for SSS membership can be done onsite at any SSS branch near you.
Online registration can be done by clicking this link: https://www.sss.gov.ph
Application of membership is done for both employee and the employer.
Step 3: Apply for PHILHEALTH membership
Go to your nearest Philhealth office to apply for your membership.
Memberships are for both kasambahay and for the employer.
You can also register online at https://eregister.philhealth.gov.ph/
Step 4: Apply for Pag-Ibig membership
Visit your nearest Pag-Ibig branch to apply.
Both kasambahay and employer need to apply for their membership numbers.
